Warner Robins City Council candidates highlight growth, accountability ahead of election

The election will be between current Post 2 councilman Charlie Bibb and his opponent, Ellis Carter.

WARNER ROBINS, Georgia (41NBC/WMGT) – The City of Warner Robins may have a new Council Member for the position of Post 2, depending on the results of Tuesday’s election.

Incumbent candidate, Councilman Charlie Bibb, has represented the city at large for the past four years. In that time, the Council has increased pay for city employees, expanded infrastructure and updated the city charter.

Bibb says it’s all about growth.

“It’s going to bring up to a billion dollars worth of industry into our community before it’s all said and done,” Bibb explained. “The industry it’s going to bring, the more rooftops it’s going to bring, the more commercial it’s going to bring.”

Bibb says he wants to maintain the post to complete the projects he has worked on under the city’s current administration.

One of his primary goals is to address blight and build on downtown development for Warner Robins.

“We have purchased a lot of land and businesses down there, and we’ve got a little ways to go,” he said. “We’re going to start moving some dirt over there, and the citizens are really going to be excited about that.”

Bibb’s opponent, Ellis Carter, also hopes to improve Warner Robins with a focus on downtown development, as well as public transit and accountability.

“The citizens here in Warner Robins, they want something different,” Carter said.

As a first-time candidate, Carter brings more than 26 of experience serving in the United States Air Force.

He says he decided to run because he saw a need for more communication between city officials and residents, but he also cited the potential for more growth in the city.

“You know, you have a lot of questions and sometimes I just feel like there’s not enough transparency, so I’ve decided to say, ‘Hey, you know what, let me get in here, figure out what’s going on and how I can kind of help expedite things,’” he said.

Carter also hopes to strengthen law enforcement and bring more business, recreation and entertainment to the city.

“Warner Robins in 10 of 15 years, it’ll look totally different if I’m elected,” he said. “More businesses, north side of town built up, everywhere. I think it’ll be somewhere everyone would love to call home or want to visit.”

The election’s ballot will also include an option for Sunday alcohol sales with Brunch Bill 23 and the 2023 SPLOST.
